| Phillips & Cohen specializes in representing whistleblowers in false
claims (qui tam) cases under federal and state false claims laws and has the nations
most successful qui tam practice. Cases brought by John R. Phillips, Mary Louise Cohen
and their firm have generated about one-third of the $1.8 billion the federal government
has recovered as a result of qui tam lawsuits since the False Claims Act (also known as
the "Lincoln Law") was strengthened in 1986.

John worked with Senator Charles Grassley, a Republican from Iowa, and Congressman
Howard Berman, a Democrat from California, to develop amendments to strengthen and
modernize the False Claims Act to make it a powerful tool to fight fraud against the
government. Congress passed the amendments, and President Reagan signed them into law in
October 1986.
Phillips & Cohen handles lawsuits across the country involving fraud against the
federal government as well as fraud against state and local governments in places where
there are state false claims laws.
It has represented qui tam plaintiffs in a wide range of government fraud cases, from
defense contractor fraud to health care fraud to fraud involving municipal bond
transactions.
The firm works with local counsel whenever its helpful and is skilled at
assembling multi-firm trial teams whenever additional and substantial litigation resources
are required.
Phillips & Cohen represents clients on a contingency basis, which means if the case
is successful, the firm will share in the clients recovery. If a case is
unsuccessful, no fees are charged.
By having its main office in Washington, D.C., Phillips & Cohen is able to work
more closely on its clients cases with trial lawyers and officials at Justice
Departments headquarters, where most of the case planning and decision-making
