John R. Phillips helped Congress develop and write the 1986 amendments that strengthened the False Claims Act, providing greater rewards and better job protection for those who file qui tam (whistleblower) lawsuits.

He has appeared before the Senate and House Judiciary committees five times to testify about the False Claims Act. In his early testimony he discussed the need for the 1986 amendments and how they would improve the False Claims Act, a Civil War-era law. In later testimony, he elaborated on what have been the results of the amended False Claims Act’s qui tam provisions and suggested and endorsed some additional legislative changes that would make the law even more effective.
