Health and Human Services Department’s PATH (Physicians at Teaching Hospitals) project: The federal government is investigating teaching hospitals to determine whether they are complying with Medicare billing regulations regarding medical services provided by resident physicians in training. HHS initiated the project after it settled false claims charges in December 1995 with the Clinical Practices of the University of Pennsylvania for inappropriately billing the government for the treatment of patients by senior doctors when residents actually did the work.
